To pass through our communities, the California pipeline will have to pass with the
Federal Energy Regulatory Commission (FERC). FERC is the main agency that can
grant permission for a gas pipeline and authorization for the importing of natural gas.
Below are steps you can take.
1. Sign up for E-filing Registration:
a. Go to Ferc website – www.ferc.gov
b. Click "Documents and Filing" tab at top of screen
c. Click "e-registration" on the green screen off to the left of the web page
d. Click "new user? Sign up" tab
e. Type in your email address and create a password. Click "Next"
f. Fill out the form and be sure to check the top button not the e-mail subscription only button. This allows you to be a part of the process and to also be able to send comments to FERC.
g. You will be given a FERC code. You are now registered.
a. Go to Ferc website – www.ferc.gov
b. Click "Documents and Filing" tab at top of screen
c. Click e-Subscription in the green column off to the left of the screen
d. Click "Existing User log in"
e. Type in your email address and password. Click "Submit"
f. On the next screen click "Add a New Subscription"
g. Type in Docket Number PF06-25. Click "Submit"
h. The Docket should come up. Click "Subscribe" button to the right
i. Go back to step "f" above and do this process again, only this time put in Docket number PF06-26 and then hit subscribe.
j. You are now set up to receive any notice from this date forward that comes to FERC concerning these two filing dockets, which are the Jordan Cove LNG Terminal (PF06-25) and the Pacific Connector pipeline (PF06-26).
E-Library:
a. Go to Ferc website – www.ferc.gov
b. Click "Documents and Filing" tab at top of screen
c. Click "e-Library"
d. Click "General Search"
e. At the top under "Date Range" check "All" button
f. Type in Docket Number PF06-25. Click "Submit"
g. All the filings should come up from most current to least current.
h. You can click on the titles of each one to read them or follow the instructions below for printing which seems to open them up a little faster.
i. To Print - Choose the filings you want to print and over to the right you will see the words: WORD, TEXT, FERC GENERATED PDF. Do not check the boxes but click on the wording itself, such as "FERC Generated PDF."
j. You will be asked if you want to open the file. Click "Open"
k. The PDF form of the document will come up.
l. Click your Print icon at the top of your screen and the document should print for you.
To comment by e-filing, you must set up a file on your computer (such as a Word Document file) that has all your comments on it ahead of time before you submit. The Word file name you choose must be short and sweet with no dashes, hyphens, spaces, commas, or special characters, etc. There is a 25 character per file name limit. EXAMPLE of file names: PF0625comment or Jordancovecomment
a. Go to Ferc website – www.ferc.gov
b. Click "Documents and Filing" tab at top of screen
c. Click "e-filing" and then "Existing User Log - In" Type in your user name and password (from above instructions on E-Filing Registration)
d. Click "Create Filing"
e. Under "Common" click "Comment on Filing"
f. Enter Docket number you wish to comment on (such as: PF06-25) click "Search"
g. When it comes up click "Select"
h. Repeat steps "f" and "g" if you wish to add more than one docket number (such as adding PF06-26) The Docket numbers you have selected to comment on should all appear at the bottom of the screen in a column.
i. Click "Next"
j. Click "Browse"
k. Click on the file in your computer with your comments and click "Open"
l. Next click inside the Description Box, and type in a brief description of what you are sending (such as "Comment by Your Name (ie: John Doe) expressing concerns with PF06-25 & PF06-26 filings")
m. Click "Attach" Your Word file name and the description that you just typed should appear in a blue shaded box.
n. Click "Upload Files"
o. A message will come up that FERC has received the file(s) and to please complete the remaining screen to finish the filing. Click "OK"
p. When the next screen comes up, click "For an Individual" or click whatever is applicable.
q. Click "Next"
r. Once your comment goes through you will get a response back that you have sent a comment in. You must complete every prompt in order for your comment to actually go in. In a few days you should be able to locate your comment in the FERC library.
